I have seen people put a meter and pannel in like this before. I see that the bonding is wrong but also there are more than one wire under the ground and neutral termanials that are rated for one only. Also wait till the door is to be put on the breaker box there will not be room to get the screws in and when the meter is in the door will not open very far.

If I am not mistaken, I believe the hinges for this GE WP panel are on the top of the door.

White wires attached to breakers need to be identified with phase tape in three locations, strip the full length of the exposed wire, or painted
 
I might has missed the post., but Is this not also set up for a violation of 316.2 ? (Deflection of Conductors)
 
I would also have done it different. My cousin (who I am working with here in Texas) dont care about the code. He just cares about what the inspectors allow him to do and as he puts it "as long as I am getting paid"

He feels no need to further his education of the code. I can't argue because Im not the lead man down here and he is getting tired of me pointing out NEC code violations.
My mentor, the guy who drove me nuts for several years, was and is hated for insisting that the code be followed where he works. I learned so much from that man. I am forever in his debt for his insistence on code compliant installs. :smile:
