Correct. Basically, you have to replace SE with SER. You're also supposed to replace 3-wire major appliance conductors, receptacles, and cords, and separate the appliances' bond connections.

I once had to delve deep into an older dryer to find where in the wiring harness the white and green condcutors were joined. I cut the jumper and capped the neutral side of the cut.
 
No. As with any time an existing panel becomes a sub-panel, you must separate the neutrals from the EGC's.

larry, could you give the reason as to why this is not allowed?
i have seen this before in other sub panels.
