I recall seeing somewhere, a state by state letter grade based on the presence of a stringent inspection authority, what code cycle they were following/inspecting. It might have even been on Mike's site....but I can't find it! Does anybody know what I am talking about, and could kindly provide a link to this?

I remember this as well but I can't find it either. I'm thinking it was produced Mike Holt and it was something along the lines of a combination of factors such as the latest code, license requirements, etc. If it still exist, I sure can't find it now.
 
More rules and restrictions = less freedom.

Unfettered freedom ends where public health and safety begin. As a matter of principle. It may be well or poorly implemented, but imperfect execution does not negate the principle.
 
Michigan did not adopt the part of the NEC that requires AFCI protection in one and two family dwellings, nor did we adopt any of Article 547, and we still got an A+ for this year.
Really nothing in the formula to penalize for any 'amendments".

If you have not adopted the 2017 NEC you will lose points in the 2017 report, if only change to scoring includes 2017 NEC.
