IF the power co would run neutrals or ground wires with their primary lines would this cut down on stray voltage in earth. does the power co use earth to help ground their system .

Stray current would be avoided if the utility did not use an MGN system (multi grounded neutral) and connected all of its transformers across two phase conductors.

Yes, as I just mentioned the utility neutral is intentionally grounded at multiple points on their system. At high voltages the earth grounding is much more effective at fault clearing.

The poco neutral is intentionally grounded/earthed at multiple points on the distribution system. This is done by ground rods and is required by the NESC for every pole that contains equipment (transformers, etc) as well as 4 connections to earth per mile.

Transformers but not all equipment.

They do, and they do.

Stray earth currents are usually caused by poor or improper grounded-conductor connections.
