I had an inspector say 2/0 AL isn't rated for 100amp sub panel but article 310-16 states otherwise. Is there an article that specifies wire sizing for sub panels? Any help would be appreciated. Thank You.

2/0 alum cannot be used at the 90 c except for derating. If you are using sec and you are in the 2008 NEC then you must use the 60C column otherwise 75 C column is applicable
 
I would politely ask the inspector why he thinks it is a violation. Perhaps he thinks the wire is #2 rather than 2/0
 
2/0 Aluminum is good for 115 amps on the 60 degree colum and 135 amps on the 75 degree column of 310.16.

If in fact you are asking about #2 SER then you can't use Table 310.15(B)(6) for a feeder from a panel to another panel. Tabel 310.15(B)(6) can only be used for the main power feeder.

I wonder why you didn't use 1/0?
