I think the OP is talking about whole house surge protectors.

I think he is talking installing TVSS in Panelboard. If he is talking about whole house, it is better to take or install lightning system for whole building. But it costs him extra lightning system for residentional house

What is a "surge protector" and how does it work?

What is is the definition of surge? How does this differ from spike or transient? Is a rise in voltage from 120 to 140 V a surge? If so, then how do you expect an MOV to provide any voltage limitation? What is the VI characteristic of an MOV designed for use on a 120 V circuit?

What do you want a "surge protector" to do? Is protector even the correct word? Can you even protect against surges?

The point of these questions is what is your goal?

what article in the NEC 2008 says you have to install a surge protection at a resisdential electric 120/240

I have used the following type TVSS and its purpose of usage in projects.

I mostly use the following type of TVSS in projects for protections.

Type I: Main AC power entrance protection
The type I TVSS is designed to protect commercial
and industrial facilities from the damaging affects of
lightning. Power cables carry the damaging current into
facilities. The device shunts these damaging currents
safely to earth ground.
Type II: Distribution power ? Panel protection
The type II TVSS is designed to protect all standard
power Sub-distribution panel from damaging power line
transients.
Type III: Branch circuit and equipment protection
Telecom / Data line protector:
Protection of equipment connected onto telephone lines,
computer, communication or data links, and current
loops.

No requirement for SPD in any occupancy. There was a proposal for SPDs to be installed in dwelling units for the 11 NEC but it was rejected.


It should have been approved for 11 NEC because thesedays electronic equipments are growing in every house.
In my own house, I lost two computer chargers at once only by once voltage increase during midnight.

If I had installed SPDs, I am sure it would not happen.
