switched neutral

I came across flourescent light today that was installed less than a month ago and the ballast stopped working. If the neutral is being switched instead of the hot, would that have something to do with the premature failure of the ballast?

I would not think so.
 
That is why i almost always use a hot stick first. Under wrong conditions this could have killed someone or hurt them from a fall. Never trust anything to be off.
