Those are strikingly similar.....
It looks like a European shower to me, notice the retracted "clothes line" below the shower curtain rod.
I would guess that is actually in a hotel in the US. Panelboard is not consistent with EU design.

Take a close look at the shadows in all three photos. There are faint shadows on the tiles and they are all exactly the same.

Now what are the chances of the camera being EXACTLY in the same place for both shots? Especially considering the amount of work involved to not only put the panel there, but also to get the conductors to the panel.
I am quite certain this is PS work and I wonder what the motivations of the person that did it were?

Haven't read all the comments but I doubt the standards in Russia are as high as they are in the US (forget about codes at all)...
