Is there a NEC or regulation code for a pvc y-intercept to a piece of emt conduit for telco for outdoor exposure?

Can you give us a better idea of what you're looking for?
Customer wants me to install a y-intercept on an existing piece of emt to redirect a new fiber run. The existing pipe has an existing fiber run, in it. They want me to drill and cut the emt and install a pvc wye split pipe on it. I want to know if the NEC allows this or if there is a code against it. I like quality work and would prefer a j-box but I cannot disconnect and pull back the existing fiber.

I would contact the fiber guys, find out how they will perform the actual signal splitting, and make the conduit accommodate them.

is it legal? Sure.
Does it look like crap? Sure does
