I think the issue would be over the wiring system to it.Pvc laying on top of ground is bit scary if we are counting on it for grounding of a pool.I have sometimes ran uf romex around the house achoring where ever i could.While this was allowed for the purpose of keeping the pool running it surely is not up to par as permanent for use as a pool.In reality i am sure if it looks clean that workers will jump in it,legal or not.Usually the hook up is far from even good quality.I have seen them even put a plug on the pump (change over from 240 if needed) and plug in t pole or neighbors house.Liability would play big part in this.Keep in mind if the degree of the fire was enough to pull the meter then they lost there CO at same time.On a few fire jobs we were lucky in that the meter was not pulled ,so not near the problem.
