Probably the 2 that stand out the most, to me, that maybe should be rethought:

Receptacles at 15-18” above the floor. Other than maybe for lamps plugged in behind a sofa, I’d rather have them at 48”, like a switch.

And what’s with installing hose bibbs at 18” above grade? Thats just straight up annoying. Those should all be at 48”. 👍
 
Both of those cases are for connections to something (a cord or a hose) that is usually going to end up lying on the floor/ground. So it's a trade off between the ease of making the connection (not bending over) and the "waste" of cord/hose length getting from the connection to the ground/floor, as well as the stress the weight of that portion of the cord/hose will put on the connection.

In other words, if all our receptacles were 24" higher, we'd need to have all our cords 24" longer, and we have more issues with the plug sagging out of the receptacles.

Looking around my house, I see only one cord, for a floor lamp, lying on the floor on purpose. All of the other cords are for devices on tables. My Roomba is glad my house is this way.
 
Hose bibs that are outside of a home that has either a crawl space or basement foundation are generally mounted at height in center of 2x10 or so floor framing, which for most homes would probably be at the 18" height, depending on lot grade.
 
I think if I ever build myself a house I’ll put all my receptacles at 48”. Maybe it will be weird, or maybe it will look like I’m wise and eccentric. 😲🙄😂

Hose bibbs definitely are coming up. 👍
 
My wife would absolutely hate that; she is always complaining to me about "my" visible cords and cables.
I get the same thing. We are remodeling the kitchen. There are not many outlets around in the countertop backspalsh, just plugmold outlet strip under the cabinets the entire span. She hates to see the wires hanging down. She asked to put outlets in the backsplash behind all the normally positioned things like the toaster and coffee maker -- and keep the plugmold :)

It would be a problem using frost proof hose bibs if they were higher. They are long (12") and the walls would have to be thick or the faucet would stick way out on the outside. That's why they are placed for under the house, or from a basement, as was already mentioned.
 
In a shop put receptacles at 4-6 so they are above a sheet of plywood leaning against wall
I like hose bibs higher if the long valve can go into a perpendicular wall
My outside outlets are 4 ft high
