We have no height restrictions on switches here. However, most use common sense as to where they are located. Switches in the baseboard would not be the norm. I think it was just brought up as a joke!
Indeed - and I do have a sense of humour !
But I also try to keep to the facts.

I saw fireplace switches in a baseboard once, about 20 years ago. At the time I thought it was the dumbest thing I'd ever seen.

But occasionally I'll think of those switches and wonder....what if 🤔🫣😏
 
👍🏼 I HATE low outside outlets, having to fiddle with in use or flap covers
Agree with the higher heights but front of my house the poured concrete wall only raise maybe 30" above the ground so mounted a quality Killark aluminum FS box with a 1/2" inlet at back of box on the concrete over 45 years ago. Approximately every 5 years or so we have a big snow fall that covered over box for several days and once over a week. I have taken the cover off & removed the duplex yellow marine grade receptacle out a few times and never found any water , bugs or dust . The original gasket is still in good shape. Coated the screws & both sides of gasket with neverseeze.
 
Probably the 2 that stand out the most, to me, that maybe should be rethought:

Receptacles at 15-18” above the floor. Other than maybe for lamps plugged in behind a sofa, I’d rather have them at 48”, like a switch.

And what’s with installing hose bibbs at 18” above grade? Thats just straight up annoying. Those should all be at 48”. 👍
24" is a better height to me. Its amazing as you get older how something 6" higher is so much easier to get to.
