In Denver Co. on a service change we are expected by the local utility to make this connection if we dont the customer will be without power. I do it very simular to the guy on the show even without gloves. Only problem I see; is the handy man not knowing the procedure may try something.

the boston area but the line is poco property and here you can be fined for that action
