Judging by your last sentence and the inspectors visual impairment , that there are more problems that will not be corrected. I would list all the deficiencies and have the owner sign off on it. The last one on the job always gets blamed for everything.
Probably a combo inspector, a lot of municipalities are small and hire a carpenter as an inspector, and they have to inspect everything, plumbing, electrical, structural and HVAC. I've run across a few of those. One city even made him carry a gun, since he was an "Enforcement Officer".
It also appears to be a large load maybe a range taking up 2 single poles instead of a 2 pole in the pic on the right midway down
