I've never opened one of those. Is the contact bar or points the same? If they were burnt to hell they wouldn't close in either position.

That's fine for single phase if you do not use the overload block. You could if the motor has internal overload protection. Newer OLs will sense an imbalance of current and trip. That is why it is suggested to loop through two of the overloads with the second conductor, be it a hot or neutral.For control wiring, I have seen an online diagram (not sure if it applies to this starter model) from cutler hammer that for control schematic suggest terminating A2/ load side of contact coil to overload terminal 95 and overload contact 96 to neutral
For motor connection, neutral of motor terminates to L3 and then comes out T3 then a jumper from T3 connects to T2 for a series connection and from T2 to neutral
Does this sound right because I originally thought to power L1, cone out to T2 to motor power line wire. Then terminate neutral to L3 come out to T3 to motor neutral wire. In this case L2 and T2 have no connection?

If the OL relay is in a TRIPPED state, the 95/96 contacts will show as open. Many bands of relays ship from the factory in a Tripped state, because they were tested right before being packaged. You have to press the Reset button the first time you use them.
Yes I pressed in the blue reset button for the overloads but nothing changed. I guess all the starter overloads are badI think all iec style overloads have alarm contacts
