it is showing the phase shift between the H and X windings
Corner grounded delta would be my guess. Not that I've come across any here in UK.

No, it is not showing the high side delta winding is corner grounded.
This is a diagram of a normal (North American Standard), delta primary, wye secondary, transformer. Exactly what one would use for 13.8kv/480V Y transformer.
One certainly would not corner ground a primary delta.

The corner ground symbol would be outside of the delta and contain a 'ground' symbol.
Because this is a dashed line internal to the delta, it provides information on the angle/relationship of the windings. It is used with a comparable dashed line on the diagram of the secondary. I believe the typical wye secondary dashed line is hidden by the neutral point grounding symbol.

I am presuming since X1 is shown with a horizontal line, the number of degrees from horizontal the line in question is - is the phase differential here?
