two g rods

I installed a 100amp service for a sign driving only one ground rod. The inspector wants a second rod I know I must drive it no closer than 6 ft. But dose the EGC be a solid run (unbroken) from gr 1 to gr2 and to meter base, or can I clamp on gr1 to gr2 with solid wire and leave gr2 with separate solid wire to meter?

250.64(F) says you can do either.

If you install a conductor between the meterbase and a ground rod, it is a GEC. If you install a conductor between a pair of electrodes, it is a bonding jumper. See 250.53(C) for it's requirements.

Check this out, and take note of how the conductors are shown in the diagram. Perfectly compliant with the NEC. ;)
