two to six disconnect means

I have a code question here came up because of the supply chain issue. We have a new 7 unit apartment building requiring 8 meters. An eight gang meter bank with a main etc is at least 12 months out. The utility will allow two risers and two 4 gang meter enclosures. (One service drop from the pole). A breaker enclosure will be installed below each meter to feed the units and house meter. Do you need a main disconnect for the eight meters (or maybe a disco on each section, so 2 disconnects to shut the entire building).
The only leeway I see is 230.71(B) where it mentions "each set" of service entrance conductors, and 230.40 exception 1. which mentions "one set of service entrance conductors for each service".
I see it as not really two services but that is the argument. Thanks, we are on the 2020 code.
 
Yes, so two 4 gang meter banks next to each other and 8 disconnects is not code compliant. This is 400 amp overall, two 200 amp risers to one service drop. I was thinking a 200 amp disconnect for each 4 gang bank.
 
That would work. It is correct you cannot have a total of 8 service disconnects for regular loads.

(Regarding six disconnects for each set of service entrance conductors, this only applies if the extra set of service entrance conductors is permitted for a separate structure or for something other than regular loads, i.e. something covered in 230.40 exceptions 3,4, or 5.)

Since you said there's only one drop from the pole, then it's only one service.

If they were going to give you a drop for each riser, that would be two services and 12 disconnects would be allowed, except that it would also be a violation of 230.2.

Thanks. The only one questioning this is the builder who doesn't want to pay for the disconnects.:cry:
