The product you're referring to that a POCO uses as a sleeve, is also used to facilitate the installation of fiber optic cables in direct burial situations. (As well as manhole to manhole through concrete or plastic 4" ducts) Called innerduct. Usually 1& 1/4" though 1", 3/4" and larger sizes are available. It is not unlike irrigation pipe, though the wall is much thicker, and the interior often has a coating to reduce drag resistance. There are a series of connectors and couplers available for each size to create an airtight run that allows you to install a fiber cable with an air compressor instead of pulling equipment.
We used it to blow an 864-fiber cable through the Amtrack train tunnel from 11th ave NYC to Weehawken, New Jersey, then again from Weehawken to the tunnel terminus.
