Upgrade 200-amp to 400-amp

First off, assume I know nothing. When it comes to electric I am lost. Computers/Networking I am on the totally opposing side of the spectrum.

That aside, I need to upgrade my 200-amp res. service to 400-amp. At least I think I need to do the upgrade. I am in the process of finishing my basement. I have seven (7) UPSs, each 3000VA that need to be installed in a rack. Six (6) are 120V 30A (more like 20A actual) and the other is 240V 20A (15A actual). So I need somewhere between 135-200A assuming at full load. Starting I expect to use half that amount.

I only have 5 slots open in my panel. Is there any easy to way to determine the amount of amps I am currently drawing? A clamp amp meter somewhere? Maybe I won't need 400-amp?

Clueless in Southern Illinois....
