Article 210-6 limits voltage to ground in dwellings,and similar occupancies. The code book seems vague in defining these dwellings, but the commentary section of the handbook mentions nursing homes and other such facilities. Does this section relate to Health Care Facilities, such as hospitals? How does it relate? Also can there be voltages above 120V in headwalls?

The definition of dwelling in article 100 seem to define dwellings, but that definition becomes vague when article 210-6 mentions similar occupancies, which the handbook commentary carries a little further to include nursing homes and other such facilities. The main reason for the question is because people that I work with have been had inspection violations for having 277V fixtures in a patient care area. Unfortunately, nobody that I talked to knew the code section that the violation was based on. In fact one hospital that I worked on had all 120v lighting. The only reason that I / we could think of for them doing this had to do with article 210-6.
