voltage to ground limitations

Article 210-6 limits voltage to ground in dwellings,and similar occupancies. The code book seems vague in defining these dwellings, but the commentary section of the handbook mentions nursing homes and other such facilities. Does this section relate to Health Care Facilities, such as hospitals? How does it relate? Also can there be voltages above 120V in headwalls?

The definition of dwelling in article 100 seem to define dwellings, but that definition becomes vague when article 210-6 mentions similar occupancies, which the handbook commentary carries a little further to include nursing homes and other such facilities. The main reason for the question is because people that I work with have been had inspection violations for having 277V fixtures in a patient care area. Unfortunately, nobody that I talked to knew the code section that the violation was based on. In fact one hospital that I worked on had all 120v lighting. The only reason that I / we could think of for them doing this had to do with article 210-6.

517.2 has the definition of ' Patient Care Area ' , I can't see how it could be

looked at as a ' Dwelling ' of any type.

A quick look thru 517 , I did not see any restrictions for lighting ?

I worked on a seven story addtion to a major hospital and all of the lighting was 120V. At the time the only explanation that I could think of for why it was engineered this way is Article 210-6. As the code book mentions, other types similar to a nursing homes. I am working with others that have worked on other medical facilities and hospitals and they have been turned down on their inspections for exceeding the 120v to ground. The main question is not whether a hospital can be considered a dwelling. The main question is WHY were these Hospitals and facilities engineered that way or turned down on inspections for exceeding the 120V to ground?
