could the water heater be a part of the kitchen equipments where it is subjected to demand factor as in table 220-56

I don't think a water heater is a kitchen equipment. Unless maybe it is in the kitchen and strictly for the kitchen????

I agree with this, but I do think a booster heater for a dishwasher is not the same thing and is part of the kitchen equipment.

i'd call a booster heater for dw kitchen equipment, if its in the kitchen

They are generally in the kitchen, but I'd still call it a kitchen load even if it was not in the kitchen. It is not going to change the demand by not being located in the kitchen. Of course this is assuming it is for the DW only.
