I think it is partially an argument due to local rules as many want to see certain things for easier inspections reasons even though NEC alone allows otherwise. Many begin to think that is the only way because that is what they happen to be required to do.
New installs I almost never need to worry about bonding water piping or gas piping anymore.
A panel upgrade I might. When inspector asks where it is bonded I can show him. If the opportunity existed near the service equipment, it is probably done there and he likely never had to ask where it is.
