Water line over electrical panel; unfinished basement

Because where my client wants the outdoor faucet is directly behind the footprint of the panel.
You're in NJ? That would need to be a frost proof sill cock with a shutoff inside. Needs to be accessible so covering it with plywood or sheetrock won't work. I wouldn't want that over or near my panel. Tell the client to find another location!

The panel is likely only 16" wide and the 30" working clearance side to side. Why not just move the pipe so it is outside the 30" dimension and avoid the entire situation?
The pipe can be above the 30" working space. The prohibited area is the panel foot print.

My shut offs are located several feet away from the frost proof sill cock, which extends past wall insulation and into the "heated" zone.
