wet locations and j-boxes

A two part question here, both involving a sewer pump I did a while back:

First, what does the code say about the listing requirements of cables and conductors in open bottom outdoor junction boxes? We have a state level code that requires that they must be listed for direct burial unless certain requirements are met and in that case they only need to be listed for wet locations. Cant find anything in the NEC that mentions these boxes.

Secondly, If a pvc junction box that is listed for wet locations is installed in a wet location, is the inside of the box ever considered a wet location? I had this setup and the inspector required wet location wire nuts which I thought was strange.

The NEC has not recognized these as 'boxes' that being the case the NEC requires DB conductors and connectors.

That gets battled here quite a bit. :)

Sorry I can not give you a yes or no answer on question 2.

Having opened pvc boxes installed in wet locations after several years I can say for certain that they are wet locations.

Inside a box, raceway, or fitting is not a location. The conductors are located wherever the PVC is located.

Larry that sounds good but would also prohibit breakers, GFCIs, receptacles, switches etc. for being installed in any enclosure located in a wet location.
