The crawlspace would be outside of the building envelope.How about this, if a building is on short piers like maybe 24-30 inches off the ground, is that crawl space indoors or outdoors?
If the garage has sheetrock, plywood, or the like on the walls and ceiling then nm cable is fine.. You are in NYC so I don't know if nm is allowed but it would be a dry location.Even if there is no door ??
