What does the NEC call outdoor ?

If it's open, like a carport, damp. We use a 45-degree rain slope to determine damp vs wet.

How about this, if a building is on short piers like maybe 24-30 inches off the ground, is that crawl space indoors or outdoors?

The crawlspace would be outside of the building envelope.
I'd rather use the terms, Location damp, dry and wet.

If the garage has sheetrock, plywood, or the like on the walls and ceiling then nm cable is fine.. You are in NYC so I don't know if nm is allowed but it would be a dry location.

Just out of curiosity, why do you ask? What is it about being inside or outside that impacts a project of yours? I agree with what the others have said, but their answers might not be helpful in your intended context.
