What service do I have?

I'm unsure what type of electric service I have to my warehouse?

Here is what I have:

4 wires coming from the meter to my panel:
3 wires sit next to each other and are labeled with tape: black, red, blue
1 wire is to the left and appears to be a ground

Lets say that the Black is L1, Red is L2, and Blue is L3 and Ground is GND.

I have measured the voltage between these lines:

L1 to L3 is 208V
L1 to L2 is 120V
L2 to L3 is 120V
L2 to GND is 0V

Is this a 120/208 service, a wye service or a corner ground delta service? From all my googling I can't find anything that describes this situation.

BTW...I have purchased a 3-phase 208V screw compressor (Curtis R/S 15) that I would like to hook up. An electrician friend hooked it up using a fused 3-phase box with an ON/OFF lever but I'm unsure if it is done correctly.

I have tried running the compressor for 1 second to determine the rotation direction and it was backwards. We switched two phases and it turns the right direction now. It is not working correctly and that is why I'm posting this question.
