Does the breaker trip if you hit the test button?
Yes.
Have you tried swapping out gfci breakers with a new one temporarily to see if it holds?
The breaker I installed was new, it's a panel change.

Last but not least is the little piggy tail landed properly and the load neutral under the screw on the breaker.???????

I'd try a substitute breaker anyway. We should all know that new doesn't necessarily mean unflawed.

Substitution is a powerful troubleshooting tool. Try another breaker on this circuit, and another circuit on this breaker.

Does a non-GFCI breaker hold?
 
option B, first showing and explaining in layman terms what has happened.
first thing out of ther mouths is, it's worked all these years with out a problem!! first thing out of my mouth is just because it works doesn't make it safe or right. Then i would explain, why it needs to be repaired properly. this usally is engouht to get to do the extra work.................IF not, I would tell them im leaving it disconnected and for them to get a 2nd option, that makes their disscusion right ther, that im not just tring to make more money off of them.They feel good, and I sleep better.
