If a license is what's legally required for a person to perform a certain task and the person holds that license then the person is said to be qualified. They may not be very good at said task but they do have all of the required qualifications.

IMO that is not true.

The license proves only that your legally allowed to do the work.

As an example, OSHA and the NEC require persons to be qualified to do certain tasks. In order to be qualified for those tasks you need specific training and having a license or not has nothing to do with it.

Non-licensed can be qualified, licensed can be unqualified.

I have electrical licenses in three states, I am very qualified to wire a retail store, I am far from qualified to wire a 15 KV switchgear even though my licenses allow me to do either.

I am not against licensing but IMO the fact someone has a license does not mean they are actually qualified to do anything.

Marc is not licensed but IMO he is qualified to do almost any electrical trade task.

Someone, that has passed an exam should be more qualified IMO than a person who hasn't, at least on average..not always mind you, but in the long run, that's the person I would hire.

And for Marc? Do you really think he's NORMAL?

Sorry, I couldnt resist.... See there Bob, you should have hit the button, like I requested....

I refuse to give a firm yes or no on that.

It entirely depends on the task they are being asked to perform. I know my license and training to get and keep that license does not make me qualified to work heavy industrial without additional training.

And for Marc? Do you really think he's NORMAL?

OK, I can't argue that. :D

As an inspector I can tell you that just because you have a license doesn't mean you're qualified to do anything and just because you don't doesn't mean you aren't. Or something like that.

Have a friend that is one of the best concrete guys around, does most of the bidding, estimating and payroll for his company along with the field work. His problem is he has two strikes and so he can't get bonded. His boss, the license holder is an idiot, hasn't had the tools on in years, underbids jobs, gives things away, gives unrealistic finish times.

And having two strikes doesn't make my friend a bad guy. I've bowled with him for over 10 years and he's my bowling partner in the state championships every year. He's really turned his life around and is a true sucess story.
