5. Unlicensed journeyman - very experienced, knows how to troubleshoot, people listed above (1-4) asks him how to do things. Has a good relationship with inspectors and can talk intelligently about all aspects of the job. But for whatever reason, hasn't or can't become licensed.

This is where I would fall in approximately. Some of it I know absolutely nothing about, in a narrow area would be a B+ journeyman or so. Too much error to be a good airplane mechanic but the reason the neighbor master says,,, you are one I would let wire my house is he knows I am not going to bury something, they will never know kind of boogers, wire nuts in the wall or going to use a box connector etc. I mean he knows I know which is kind of important but not cause I am smart or know more than someone else.
We have a kind of interesting scenerio. We got new old guy coming to roost in the local town and dont like it that a couple of us been doing services forever. There are 2 utilities and until late never had a jamb up with a customer untill 2 knobs in about a year and I get the idea they are related.
Anyway the state inspectors are a semi new group and some of the old hands were , well they got lots of complaints lets say and the new gang has improved, they have decided to be cooperative no matter what it says on the permit really and to view the scope of the work and not their job to enforce local contracting laws so to speak,,,,,,,,,,,,,,, so it involves more tact than I got but they got people chasing down no permit which is gospel, they kind of say to the local Karens,,, guy does bad work we going to fail it or wont let them hook up, we are there to examine the installation.
Not that I solicit this work. At one point we had own insp, no one much cared as long as the bond screw was in.

Its a utility,,, I need to know, am in the middle of a bunch of stuff equipment related. I am a club member with old timers, they have handled it ok so far but we have,,, I got to look again but power comes in the tower to our switch gear and we a heart attack from losing the expertise. Retired insp is the master holder, we own all the equipment and treated like a factory with staff. I believe it is county with their own,,, he said they do the formal yearly.

I have some of my own stuff, probably 300 connected breakers and going to get 50 more shortly. Had some "creative piping" and some "trim" but looks to be in good shape and a 200 W 8 space and feed thru lugs to another 200 with 40

That sounds more like what you need to be an electrical contactor.
A journeyman working for someone else is unlikely to have most items on this list.

That's when you're a contractor.

I'm a Master Electrician. My state of Colorado license says so and I have none of the above.
What do I do now?

When I was a remodeling contractor, my dad was my plumber - and he insisted I learn how to sweat copper. I didn't want to, but he prevailed.

After I installed my first shower valve, we turned the water on and everything was good. So I said "guess I'm a plumber now"

He replied - "you're not a plumber until you've had your first leak"

Similarly (and I think this was mentioned previously), there's a wide chasm between wireman and electrician.

I did, Oklahoma only has an unlimited journeyman. No masters.
The contractors test uses the unlimited journeyman test plus business test.
The test is very basic.

Some states don't have most of those. Come to upstate NY and there is no licensing and frequently no permits. Many small shops are LLC's with everyone as a member so no workers comp.
