This is how some AHJ's see this issue. The wording can be improved. Why don't you submit a proposal to clarify this? I would take a stab at it, but it's bedtime. :D

FWIW, I agree that crawlspaces should be considered basements in the application of (C). ;)

As George noted there are some areas that do not allow that any longer. If you run the NM through the bored holes and Sheetrock is not going to be installed they will have you put running boards over the runs of NM so they are no longer exposed.

Think about it, it is not a bad idea to cover these cables in a garage.

Wes one other thing, if we take your argument as the correct interpretation there would be no need at all for 334.15(C). As it would already be allowed.

I understand your point about 'unfinished' and follow the 'finish' but keep in mind the CMP members are electricians and engineers, etc. not necessarily English majors. :p

Thanks to all of you for the input. To start with the last point first, don't you just love this english language!? :p

Running boards over the areas where wires are run is an interesting concept. The picture I get from 334.14(C) is that of wires secured to the width of the board after nailing it to the building framing. In 320.23 we call them guard strips and run cable beside them in attics,(334.23), what are we going to call them when we place them above, below, or beside bored holes? :roll:

As far as the lack of need for 314.15(C) if my interpretation is correct, It still gives limitations in addition to 314.14(A)as to what can be done.
