Agreed. I like viewing windows personally. If it's an issue they are easily added. Post 13-16.Thermal scans of connections while under load would have to be done while energized.
Post 13 specifically. You don’t do that work mentioned in 13 energized.

I’m hoping the plant will accept the access door option. But yes adding the viewing windows would be best option.

Inevitably there is some idiot out there who will open the transformer while energized for routine examination.

What if the working clearance problem is solved, but some unqualified person opens any energized compartment, much less an MV one, anyway?

True. But, If there’s an injury or death, how will a jury view it if they can prove a NEC violation was involved?

I said required working clearances are obtained with access gates/doors opened.
Or
Viewing windows could be used so no clearance is required as there are no exposed energized parts.
As the engineer of record, I would have no control if someone willing violates either of these conditions.
And yes I understand everyone gets sued, hoping someone has deep.pockets.
