The apparent moisture present* would concern me as a HO more than half of that 2x10 or 2x12 cut away... even if there is a load bearing stud over the center of it, it's sitting on a bottom plate which is on the rim joist and band board. Probably a single story house, and I'd bet the wall above is fine.

* There appears to be mold growing at the joist/subfloor intersection, and the discoloration of the subfloor seems to indicate moisture.

No reason to shy away from the job because of that cut... it's obviously existing and nothing that can be pinned on the OP, who apparently didn't get the job anyway.
 
OP didn't cut that hole either, was existing. I don't see how one can blame this on him should it cause a problem.

"You touch it, you own it." Not fair, but true. Assuming, for the sake of argument, he does the work and this gets inspected, and assuming, for the sake of argument, the inspector says "Fix that!" I'm guessing someone's going to fix it. Regardless of how many disclaimers you put on your proposal. Now, it might not be the OP who fixes it but the AHJ is going to have his way.
 
Yes its plumbing pipe with THHN inside. 2 HOTS AND A GROUND WIRE
going back out today to look at other issues.
