In article 250 it says an egc can be insulated or bare. Doesn't that then override the statement in 300.3? 300. 3 should have an exception mentioning this no?

There is nothing in the code that says what overrides what where you have rules in Chapters 1-4 that conflict.

Ok fair enough. Only 5 thru 7 override 1-4 correct? We still have a direct conflict and in that case I would go with the statement in 250 that specifically addresses egc's

Only in Montana seriously though, are we really debating whether an egc can be bare? Think about non wire type egc's. It seems pretty much universally excepted in my experience.

I agree....where there is a conflict, I apply the most specific rule. In this case that would be the rule in Article 250.

We are debating what the words require not what we expect or want them to say.
