Pretty much everything needs an equipment grounding conductor per 250.4(A)(2) & (A)(3). You don't even have to look at the wording issues with 250.32.
A shed is a structureHere is the actual job. Homeowner pulls 240v 100amp 3 wire to a panel mounted on side of shed . Pool installer sets pum, switch leg, etc at panel area. I refuse to connect for pool guy because no egc is present. Homeowner says "his electrician" says I full of pow wow. I know it's wrong but trying to give him screenshot of code section. 250.32 says "serving building or structure" which technically this isn't.

I say the remote panel and its support 'structure' qualifies as a structure even without the shed.
Separate buildingOkay but is the new panel mounted on the same structure as the main panel? Or is this pool panel on a detached structure from the main structure? Sorry I am not clear on it.
