The error I believe others (and George) are making (and made, in George's case) is that I am proposing 230.42(B) be applied how I read it. I am NOT!

What I have proposed thus far is that 230.42(B) is technically not written as it is intended to be applied. The problem in that plight arises, as it seems, from most everyone already reading 230.42(B) as it is intended to be applied rather than how it is actually written.
