The part I don't care for in the 02 code at 210.12 (B) is where it says ......"listed to provide protection of the entire branch circuit."
Whereas in the 05 NEC there are exceptions which will allow a receptacle-style afci within 6 feet of the panelboard. Quite a difference in cost when one does a 300 home development.
Perhaps, if the receptacle type AFCI was available. I know of none yet.

The NEC is NOT mandatory unless your local State/County implements it by reference.

I just completed a GOOGLE search on AFCI's, and I noticed a LOT of States and Counties have implemented the recommendations of the NEC.

The NEC itself is not a legal publication. However, States and Counties can refer to the NEC in its entirety, or specific sections, as they so choose.

It's better than having "nothing" to refer to at all.

At least the NEC provides a guide as to how things might be done.

As for inspectors not taking their jobs seriously. Some are more strict. Some are more lenient. I just want one that will let me do what I want ... and sign off on it.
