Math, you're certainly allowed to AFCI-protect every circuit. NEC defines minimums.

I just completed a GOOGLE search on AFCI's, and I noticed a LOT of States and Counties have implemented the recommendations of the NEC.
The NEC itself is not a legal publication. However, States and Counties can refer to the NEC in its entirety, or specific sections, as they so choose.
It's better than having "nothing" to refer to at all.
At least the NEC provides a guide as to how things might be done.
As for inspectors not taking their jobs seriously. Some are more strict. Some are more lenient. I just want one that will let me do what I want ... and sign off on it. :grin:
