From a practical standpoint, does a bell box and cover really keep water out? (The answer is no). ... I always drill weep holes in the bottom.

In this case, it would also be a good idea to bring the conduit in from the back or top, to avoid creating an aqueduct directly back to the breaker panel.

I am not aware of any weather proof boxes that would work for a flush application. I don't see any issue with the bell covers, yeah they kinda suck like a lot of electrical things. Use some caulk around the cover if you feel the need. An Arlington in-box is nice, but not great for remodel applications with lap siding - and it's not a weather proof box either.

They have a retrofit version that works pretty well for installing in existing lap siding.

I guess weatherproof depends on your definition of weatherproof. They are all listed to comply with "weatherproof while in use" requirements by NEC. Reality is they are about the equivalent of N3R and not N4 for ingress conditions.
