Dryer outlets upside down

Maybe we can speed this up.


With the ground up when the metal plate falls down because of inadequate torqued cover screws or a knife falls behind the dryer it will hit the non energized terminal first.
Dorm rooms and apartments likely to house college kids are required to have ground up. They tend to have metal road signs hanging up all over and they frequently fall down and slide between the outlet and plug causing a short, and many deaths.

Required by whom?
My college dorm in Minnesota certainly did not.

Of course the rooms did not have dryer receptacles either, which is what we are talking about, right?
