Because you must always add 25% to the load calc for the "largest motor", if it is the branch circuit that feeds only that motor or if it is the whole house, that 25% always gets added. But only one time for the 1 larges motor covered by whatever service/feeder/branch is under consideration.
I suspect it is for better motor starting, not a continuous load thing.
