If you noticed, the 2002 code cycle the CMP added the term "partition" to 210.52(D).
I believe that term was added to clarify the difference between partition and wall, as there was some contention that a wall and partition were two different entities. (2002 Analysis book has an illustration of this)

Mike's picture identifies a PARTITION. I looked to see if I could find the definition of wall and partition in the building code, but was not satisfied with what I read.

I think a "knee wall" is actually a partition.

Okay, I'll decide.

We'll call this type of island/cabinet/knee-wall setup a "half-wall", which only needs a receptacle every 24 feet on the non-kitchen side, and a receptacle every 8 feet on the kitchen side.

Since it's a half-wall, the distances are doubled.

I discuss the likely use with the one who really matters: the homeowner who will be using the kitchen, and place receptacles where they'll be needed for convenience, as I do with every room. We always go beyond code minimums.

The 7500+sq.ft. house we're finishing up has a 4' x 10' island, with a sink centered on one long side. We placed a receptacle centered on each short end, and one more (the GFCI) centered on the long side opposite the sink.
