The face up rule was in 2020 and 2023 added a face down rule.I saw in 2023 they had to add a rule that panelboards can not be installed face up because apparently someone did that at a laundromat. There’s no rule against installing them face down though….. We can’t make enough NEC rules to stop stupid.

WA state has an amendment that disconnects without fuses or breakers doesn't need to comply with 110.26. They treat it like a single pole switch. So there are some places that view this as an important factor. I've been guilty of pushing the 5°on lap siding but I've never done 90°Even if that were a NEMA 3R switch it would be against the installation instructions to install that way. They always say something like less than 5deg from vertical.
