We are looking at an existing site where the client is intending to provide an expansion. A large Generator and Service Rated ATS provide Standby power to the whole facility through the existing Main Switchboard. There is no separate ATS for Life Safety load such as Emergency Lighting to satisfy NEC Article 700.5(D).

Does anyone have thoughts on adding a 2nd downstream ATS for serving Emergency Lighting (without battery packs) which could be programmed / coordinated to work with the upstream Service Rated ATS ?

Has anyone done this before or have an opinion on a better method of doing this ?

Is this also true for healthcare? I have never used it, but I seem to remember something about the facility size having a factor. I don't have a handbook in front or me, but I recall an easy graphic.

Not to say this case is healthcare.
 
517.30 (B) (2) maximum demand of 150KVA one transfer switch can be used.

You could do it if you provide a second breaker at the generator to feed the new 700 transfer switch and combine the controls. The normal feed to the 700 transfer switch could be downstream of the existing transfer switch. Selective coordination could be an issue.

True. Depending on the load you may need to prioritize transfer switches and/or load shed.

Thanks, that's what I was looking at doing but maybe didn't put that across well. Assume adding a second breaker to the generator shouldn't be too much of an issue. Are there any pitfalls with doing this ?
