Think about a "normal" main panel. The molded case breaker has no overcurrent protection prior to coming in from the meter.Doesn't a "molded case switch" need overcurrent protection ahead of it per UL 489?
The "switch" does need to meet UL 98, UL 489 is specific to branch circuit breakers but a 489 device can be used as a main breaker/ disconnect. Also UL 489 has no criteria for overcurrent protection ahead of it, that is related to UL 1077 for supplemental protectors
