Intermatic et1125 can be set to pulse the output for 2 seconds I believe.

How can we help you if we don't know what type of pump this is? I am getting some conflict between what you are describing and what you pictured.

This is like hearding cats.
There is no natural water flow for months at a time, the pump will not operate.
Even with the idea in post 5 I would likely need to keep an eye on it due to evaporation.
