I was only going by this....
Didn't know tape had a "bare" color (other than scotch tape)

Although green w/yellow stripe is listed elsewhere, it isn't listed in 250.119.

Green with yellow stripe is in 250.119, but it applies only to the insulation. You could not use that tape for identification, tape has to be green only.
That was my point!
that is what I use in UK and what is recommended now in Jamaica, though Jamaica allows green or yellow to be ground as well... until they finally put in a new code...
I wonder why it is not used in USA? Is it because the yellow witre is used somewhere else or because some might be confused and think it is a sign for a weird barber shop
