Maybe some areas let the AHJ choose the Code to enforce, but in every case that I have seen the elected local or state governing body passes a law selecting a particular version of NEC, IRC, or IBC as the statutory code and in separate legislation assigns some functionary the responsibility for enforcing that designated code.

there is no law that says the NEC is it, the law provides authority to the Commissioner (the correct spelling of the position) to choose what s/he is to adopt.

you can phrase it another way, "by the powers invested in me, i select NEC 2014".

now, whats the criminal code say for using NEC 2011 and not 2014? do i get a fine, go to jail ??
It is in the state statues here, every three years the state Legislature must pass legislation to update it to the newest edition of the NEC, before that new edition becomes the new law. For it to make legislation one of the senators must introduce a bill to make the change, how that typically gets done, IDK. I imagine the electrical division makes contact with a senator to get the ball rolling when there is a new NEC.

Violation of this law is not a criminal violation.
